The panel discussion will bring together senior representatives of ministries and departments working in the field of water, energy and land resources, as well as regional and international experts to exchange relevant information on addressing political and economic challenges to mitigate climate change in the region.
The panel discussion aims to not only highlight the interconnectedness of science, education, and political practice in addressing climate change but also to inspire concrete actions and collaborations among the participating stakeholders. By focusing on water, energy, and land resources, the event strives to contribute to sustainable development practices in the region and beyond.

Akmuradov M.K - Turkmen statesman, diplomat.Mr. Akmuradov was born in Ashgabat in 1962; He graduated from the Turkmen Polytechnic Institute in 1984 with the diploma of geologist. Candidate of Geological and Mineralogical Sciences. His career started in 1984 as a Senior Laboratory Assistant at the Institute of Geology of the Academy of Sciences of Turkmenistan. Until 1996 studied as a Post Graduated Student, worked as a Junior Research Assistant and Senior Research Assistant at the same institute. Then he worked as the Head of the Department of the Ministry of Nature Management and Environmental Protection of Turkmenistan, the Head of the UNDP national program for environmental protection in Turkmenistan. Later he held the position of acting head of the information and international relations department of the Ministry of Nature Protection of Turkmenistan, then the Head of the same department. 2001-2005 - Deputy Minister of Nature Protection of Turkmenistan. 2005-2009. - Minister of Nature Protection of Turkmenistan. In October 2009 he was transferred to work at the Ministry of Foreign Affairs of Turkmenistan. 24.02.2010 - 15.02.2016. - Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Republic of Kazakhstan. Currently, Mr. Akmuradov is an Advisor to the Ministry of Foreign Affairs of Turkmenistan on environmental and water diplomacy. Mr. Akmuradov took an active part in the elaboration of the following programs: National Program for Environmental Protection of Turkmenistan 1999, Caspian Environmental Program 2003, Concept of the UN Special Program for the Aral Sea in 2018; Aral Sea Basin Program-4 in 2020; Concept of the New Caspian Environmental Program 2020; Aral National Program 2021;
Dr. Abror Gafurov is a hydrologist at the German National Research Centre for Geosciences in Potsdam, specialising in mountain hydrology, and project coordinator of the Central Asia Water Project (CAWa). He holds a PhD in Hydrology and Geohydrology from the University of Stuttgart.
Dr.Iulii Didovets is a researcher and project lead of the Green Vision Central Asia project at the Potsdam Institute for Climate Impact Research. He has professional experience in hydrological modelling and climate change and holds a Ph.D. in Geography from the University of Potsdam and National University of Kyiv.
Dr. Dinara Ziganshina is the Director at the Scientific Information Centre of Interstate Commission for Water Coordination (SIC ICWC) in Central Asia, a regional organisation that contributes to fostering transboundary water cooperation in the region through data, information and knowledge development and dissemination. Dr. Ziganshina is the Vice Chair of the Implementation Committee under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (The Water Convention); a Governor at the World Water Council and an Associate Professor at the Tashkent Institute of Irrigation and Agricultural Mechanization Engineers. Dr. Ziganshina has more than 20 years’ experience working as a legal and policy expert in water resources management at national and transboundary levels.
Dr. Bolot Moldobekov is Co-director at Central Asian Institute for Applied Geosciences in Kyrgyzstan. He holds a diploma in Mining and Geology from Kyrgyz Technical University.
Bekniyaz Bolat Kabykenovich, First Vice-Minister of Water Resources and Irrigation of the Republic of Kazakhstan. In different years he worked in senior positions in the structures of the Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan. He held the position of Deputy Director for Science of JSC NGO "Eurasian Water Center", Deputy Chairman of the Committee for Water Resources, and acted as an inspector of the Secretariat of the Security Council of the Republic of Kazakhstan. He was also a freelance advisor to the Minister of Environmental Protection of the Republic of Kazakhstan on water issues, Director of the Department of State Regulation of Environmental Protection of the Ministry of Environmental Protection of the Republic of Kazakhstan. From 2016 to 2023 he was the Director of the Executive Directorate of the International Fund for Saving the Aral Sea in the Republic of Kazakhstan.
